John Denham has urged councils to join forces to bulk buy goods and services in an attempt to cut costs in the more austere financial climate.

The communities secretary will on Thursday hold a meeting with a panel of experts from Whitehall, the business world and academia to work out ways to carry out more innovative procurement.
