Big businesses face carbon trading scheme

Supermarkets, hotel chains and other big businesses could be brought into a national carbon trading scheme as part of new legislation to combat climate change.

A historic bill expected to be published early next year is likely to be used by ministers to introduce some of the more radical proposals floated in prime minister Tony Blair's energy review.
