The largest union representing local government workers has rejected an improved pay offer, increasing the potential for industrial discontent this winter.
Unions have called for a series of co-ordinated strikes affecting more than 2m health workers, local government staff, civil servants and prison officers in protest at pay-restraint policies imposed by Gordon Brown.
