Working behind the bar in Cajun Mike’s, a smoky drinking joint near the French Quarter of New Orleans, Andrea Chessman has not had much fun since Hurricane Katrina struck 17 months ago.

She has often felt more like a therapist than a bartender, as one customer after another has arrived with a gloomy story about the challenges of rebuilding their flood-ravaged lives.
