Funding crisis puts business partnership under strain

When Mike Turner, the outgoing chief executive of Britain's largest defence company BAE Systems, was asked what he considered his main achievement, he pointed to an agreement that heralded an end to old-style fixed-price contracts on big procurement projects.

The agreement with the government - after BAE suffered huge cost overruns and delays to two of its biggest programmes in 2001 - meant both sides would invest more money upfront to reduce risk and uncertainty.
