The British Council said on Wednesday it would refuse to comply with a Kremlin order to close its Russian offices outside Moscow by the end of the year.

Relations between the UK and Russia were heading for a new low on Wednesday night after the Russian foreign ministry said the council had no legal basis to work in Russia, had repeatedly broken Russian tax laws, and violated the Vienna Convention on consular relations by unlawfully operating from diplomatic buildings.
