New plants in US face curbs on emissions

The Environmental Protection Agency proposed regulating greenhouse gas emissions from large industrial plants on Wednesday, as the Obama administration intensified its efforts to crack down on big polluters.

The regulations would mean operators of new power plants, oil refineries and factories emitting more than 25,000 tonnes of carbon dioxide a year would be required to take into account heat-trapping pollution when building and applying for operating ­permits.
