Tory leader refuses to rule out tax increases

The Conservative leader yesterday said he hoped an incoming Tory government would not have to raise taxes to balance the books, as he adjusted party policy for the worsening economic outlook.

David Cameron's working assumption until recently was that he would inherit a healthy economy if he won the next election, with sufficient growth to allow him to cut high levels of government borrowing.
