Unsteady course in move to end price fixing

The question that most baffles outsiders about cover pricing is how the practice could have become so widespread, and so accepted, across so much of the construction industry.

At least one commonly used industry textbook contains advice on how to set a cover price. “There was a view in the industry that because it wasn’t done to make a profit it was all right,” says one veteran of the sector.
