It is all very odd. Here is a Labour government wanting to cut taxes, and a Conservative opposition braying nay. The stakes are high in Monday’s pre-Budget report, both for the economy and for the future of Gordon Brown’s government.

The government is taking a gamble but, on the face of it, it looks like the Tory gambit is riskier.
