Passengers at heart of airports reform

The interests of consumers rather than of airlines should be at the heart of the future regulation of the largest UK airports, ministers said on Monday as they outlined plans designed to counter heavy criticism of the current regulatory regime.

However, the proposals to task the Civil Aviation Authority with delivering the government’s objective immediately came under heavy attack from leading UK carriers.
