Burger bars are among the businesses cutting back

Shenequa Aranda, a Houston mother, was surprised recently by a handwritten sign in the window of a burger restaurant on the outskirts of the city informing customers that it would now cost 15 cents for each extra packet of maple syrup or ketchup.
