Harper asserts Canada’s stake in the Arctic

Stephen Harper, Canada’s prime minister, sets off on a five-day tour of the Arctic on Monday, visiting northern military operations and holding a cabinet meeting in Iqaluit as part of an effort to assert Canada's northern sovereignty amid intensifying global interest in the region.

Mr Harper is also expec­ted to make several spending announcements, all geared towards his stated approach to Arctic sovereignty: “Use it or lose it.”
