Local authorities given lifeline in capping battle

Local councils won a significant victory on Thursday when Gordon Brown announced a near-£1bn handout to forestall high council tax bills.

The move enabled the chancellor and other ministers to demand that local authorities keep council tax increases below 5 per cent next year or face the threat of being capped.
