Disarray as Iraq's new government is sworn in

Iraq's new government was finally sworn in yesterday, but five outstanding positions in the cabinet, including the key posts of defence and oil, remained unfilled.

Parliament approved a partial cabinet last Thursday, but the Shia, Kurdish and Sunni parties have been unable to agree whoshould head those ministries along with those ofelectricity, industryand human rights, despiteweeks of damaging political wrangling.
