Bush tests Cuba by easing embargo

President George W. Bush on Wednesday announced a loosening of the US embargo of Cuba to allow Americans to send mobile phones as gifts to the island.

The president said the move would test the intentions of the Cuban government, which has announced cautious reforms since Raúl Castro succeeded his brother, Fidel, as leader in February.
