Tories eye victory in battle of ideas

David Cameron is seeking to match the intellectual impetus behind the Thatcherite revolution in the most extensive policy overhaul the Tories have undertaken for three decades.

The unlikely inspiration for the young modernisers driving Conservative thinking is the late Sir Keith Joseph. His work for the Centre for Policy Studies, the rightwing think-tank he co-founded in 1974, set the agenda for the Thatcherite revolution later that decade.
