As an unpaid, part-time adviser to the prime minister who rarely comments on his role, Lord Birt generates plenty of headlines for his "blue skies thinking".

Last week the former director-general of the BBC was embroiled in a row after it emerged he had sought to reinstate a more radical reform of the public service broadcaster that had been shelved by Tessa Jowell, the culture secretary.
