When George W. Bush attended his first G8 summit in July 2001, the biggest threat facing the rich world appeared to be the rioting anti-globalisation protesters who laid siege to the event in Genoa, Italy.

Two months later, al-Qaeda attacked the US and the man who ran for office promising to keep foreign entanglements to a minimum was transformed into a warrior president.
