Qatar had promoted the Arab League summit as one of reconciliation – a chance to heal divisions in the region that have both embarrassed and severely damaged the Arab cause.

Yet it ended early with few signs that it had done much to either repair the rifts or dispel the notion that the annual summit was merely a talking shop.
