Snail's pace of settlements reform

If Alberto Giovannini sounds frustrated, it is easy to understand why. Six years have passed since the European Union's financial services action plan first outlined the need for an integrated securities settlements structure.

More than four years have elapsed since the Italian financial expert and a specialist group began investigating the EU's inefficient and costly cross-border clearing and settlement systems and their negative effect on the EU's planned single market for financial services.
