Alistair Darling: Search for best legacy available

Alistair Darling has many reasons, other than his penchant for the music of Leonard Cohen, for feeling depressed as he arrives in Washington for his second International Monetary Fund/World Bank annual meetings.

The UK chancellor dislikes going through the rituals of reading out prepared texts in international meetings almost as much as does Mervyn King, the Bank of England governor.
