Tentative steps forward better than none at all

It is tempting, and scarcely an exaggeration, to sum up the meeting of World Trade Organisation ministers in Hong Kong, which ended on Sunday, by paraphrasing Winston Churchill: rarely in the history of international negotiations have so many laboured so long to produce so little.
