The Republican leadership in Congress was thrown into disarray on Wednesday when Tom DeLay, House majority leader, was forced to step aside to fight allegations of campaign finance irregularities.

Mr DeLay declared his innocence, dismissing the conspiracy charge against him as “an act of blatant political partisanship”.
