Russia, Iran and Qatar - which have the world's biggest natural gas reserves - yesterday raised the prospect of the creation of an Opec-style gas cartel.

"Today, a major gas troika was formed," said Alexi Miller, chief executive of Russia's Gazprom, after a meeting in Tehran.
