Like many governments over the past year, the Kremlin seems to have been taken unawares by the creeping global credit crunch or, at least, they underestimated what they were up against.
After weeks of watching capital flood out of Russia and the market sink, as late as Monday President Dmitry Medvedev said: “The situation in our economy is on the whole completely stable. We definitely have no crisis or pre-crisis situation.”
