ADB hit by skills shortage

Skill shortages are hampering the work of the Asian Development Bank and making it dependent on outside consultants, according to a consultants’ report commissioned by the bank.

The findings by Mercer, which were seen by the Financial Times and presented informally to the ADB’s board this month, cited serious shortcomings with human resources and staff discontent about salary and promotion arrangements.
