US shifts focus of anti-terror strategy

The Obama administration set out its approach to violent extremism on Thursday, endorsing a focus on development and dropping the Bush-era rhetoric.

John Brennan, the president’s top adviser on counter-terrorism and homeland security, rejected not only the use of the phrase “war on terror”, but also the depiction of the struggle as a “global” one and any suggestion of a battle against “jihadists”.
