Ministers must be clearer about how far they want to use competition to drive improvements in the National Health Service, the two big existing regulators of NHS and private care have warned.

The issue of how far market forces are to be unleashed is a critical one for determining what role will be played by the new regulator that the government is planning for the emerging market in NHS care.
