Solana keeps faith with new diplomatic service

Javier Solana, the European Union's foreign policy representative, said yesterday that the EU would forge ahead with plans for a new diplomatic service, despite France's No vote.

The creation of the external service to support a new EU foreign minister is one of the central provisions of the constitution rejected by French voters on Sunday.
