Some of the boldest Conservative public service reform plans – designed when the economy was in better shape – are starting to feel the pinch of recession.

On schools and welfare, the Tory diagnosis of what was wrong – and the estimated costs of putting it right – are being tested by an economic downturn that has torn up key policy assumptions.
