José Manuel Barroso, European Commission president, will this week launch a concerted attempt to show he remains firmly committed to pro-business economic reforms.

Mr Barroso's liberal credentials have been questioned in recent weeks, after he admitted legislation to open up the EU's services directive needed to be watered down.
