King ‘not consulted’ on regulation plan

Mervyn King, the Bank of England governor, stunned MPs on Wednesday when he claimed that he had not been consulted by Alistair Darling over the contents of an imminent white paper on financial regulation.

But his disclosure laid bare the tensions at the heart of Britain’s regulatory system, where turf wars and political intrigue have become entrenched. Some in the City would prefer the participants to get on with the job.
