Less than two months after his arrival in the Elysée palace, Nicolas Sarkozy is ruffling feathers in Brussels and Berlin. When the French president appears tonight at the meeting of the European Union finance ministers who belong to the eurozone, he seems certain to stir up controversy. After winning plaudits for his role last month in reviving the EU reform process, Mr Sarkozy may find his brief honeymoon with the rest of Europe, and with Germany in particular, is over.
