Gordon Brown’s much-vaunted ambition to raise spending on state schools to the same level as the private sector ran into immediate flak as experts said the extra money actually represented a fall in recent rates of growth.
The Institute for Fiscal Studies, a respected think-tank, said that compared with recent years the increase for capital spending was a “step down” and the extra cash for schools “a drop in the ocean”.
