North Korea on Wednesday placed the onus for restarting the talks over its nuclear weapons back on the US, saying the right “environment” still needed to be created, a day after Washington said Pyongyang was preparing to return to discussions.
This week has seen even greater than usual confusion over the state of the six-party talks, which stalled a year ago, with conflicting signals from Pyongyang and Washington over whether there is any life left in the talks aimed at persuading Kim Jong-il's regime to abandon its nuclear weapons programme.
