Only work ends poverty, says minister

Work is the only route out of poverty, and the welfare state will never pay enough in benefits to lift people out of it, according to Jim Murphy, the employment and welfare minister.

His comments, at an international conference on welfare reform in London on Monday, were greeted with consternation by anti-poverty campaigners, who said that his statements represented a new philosophy for the welfare state.
