Watchdog hits at rail carriage costs

Train companies funded by the taxpayer are likely to be paying too much for carriages because the market is uncompetitive, a watchdog will say today, sparking debate over whether the problem is inflating passenger fares.

The Competition Commission has found that conditions imposed by the government on companies that lease carriages to the train operators are stifling competition, say people familiar with the matter.
