When Miroslav Lajcak came to the job in July, it was amid high expectations about re-invigorating the Office of the High Representative (OHR) – the internationally-mandated institution with executive powers over post-war Bosnia-Herzegovina.
The Slovak diplomat – fresh from overseeing the peaceful Montenegro independence referendum the year before – promised to bring Bosniak-Muslims, Serbs and Croats back to the negotiating table after a year and a half of backsliding on constitutional reform.
