The restoration of the earnings link to the basic state pension is guaranteed to come into effect no later than 2015, under the pensions bill published on Wednesday.

Ministers have said they aim to make the change in 2012, and certainly no later than the end of the next parliament. But they have moved to dispel fears of a possible delay over the question of affordability by inserting a binding timetable in the legislation.
