Gordon Brown’s determination to resist a referendum on the European Union mini-treaty came under fresh strain on Friday as two former Labour ministers argued that the prime minister should call a plebiscite.
Amid signs that Liberal Democrats were also leaving open the possibility of backing a referendum, the two former ministers, Keith Vaz and Graham Stringer, said Mr Brown should hold the poll once the new mini-treaty was finalised.
