In an empty multi-storey car park in Tin Shui Wai, Hong Kong’s most notorious “new town”, residents play badminton. Nearby, another car park has been partially converted to offices.
“We have to save money to buy a bicycle. How can we afford a car?” asks Law Wai-ling, who has been living in the town since 2000.
