Economic reforms: Opening the door to new practices

The genius of the economic reforms undertaken by the government of President Nicolas Sarkozy since his election in May 2007 is that it is often so hard to distinguish their substance.

The 35-hour working week remains on the statute books. So do most of the basic laws governing the status of trade unions, or the funding of universities.
