The chairman of the company that will run the East Coast rail franchise on the government’s behalf has insisted that it will run like a normal commercial operation, paying “a substantial amount of money” to the government to operate the service.
Elaine Holt was speaking on Friday ahead of the handover due at one minute before midnight of the franchise from National Express, the troubled bus and rail operator, to Directly Operated Railways , owned by the Department for Transport.
