Economy: Investing in its own future pays off

In 1992, after eight years of economic hardship, Qatar found itself on the verge of bankruptcy. Years of overspending, combined with depressed oil prices, had drained the government’s coffers.

“It was around then I became undersecretary for economy, finance and trade ... We couldn’t even pay government salaries then,” admits Youssef Kamal, now finance minister, in an interview with the Financial Times.
