A message of self-reliance amid the rubble of Falluja

After flying early, fast and low in four Blackhawk helicopters, the team led by Robert Zoellick, number two in the State Department, was to be the most senior US delegation to set foot in Falluja since the Marines stormed and levelled the insurgent stronghold four months ago.

Before setting out, Mr Zoellick said he wanted to see the progress in reconstruction, while admitting his visit was also of "symbolic importance".
