Paulson faces test on Dubai's Nasdaq offer

Dubai's proposed investment in Nasdaq could become the first real political test of the US Treasury secretary Hank Paulson's promotion of an open investment policy, after a senior Democratic lawmaker voiced concerns at the deal.

Although Mr Paulson has emerged as a staunch defender of foreign investment since he was named Treasury secretary last year, he has so far not been challenged to defend an unpopular or sensitive transaction before Congress.
