Voters set to forgive ANC failings

Joyce Lebidike was looking forward to moving into her new local authority house in Refilwe, 100 miles to the east of Johannesburg.

But for the past three years the new building has remained without a finished roof, so the 63-year-old pensioner is stuck in the dilapidated corrugated iron shack next door, where she has lived since 1989.
