State talks to set healthcare reform precedent

Officials in Massachusetts are negotiating with federal regulators to renew a Medicaid waiver programme they say is vital to sustaining the state’s universal healthcare plan.

The outcome of these negotiations could set a precedent for other states mulling similar reform measures.
