Shenzhen hardens rules on detaining citizens

The government of one of China’s most progressive cities has publicly announced it will imprison citizens in the country’s notorious labour camps for up to four years if they dare to file “abnormal” complaints against government departments or officials.

The Shenzhen government published a vaguely worded list this week of what can constitute an “abnormal” complaint, including such transgressions as handing out leaflets, chanting slogans or “petitioning in a politically sensitive area”.
